We hereby declare that people, whoever they are, are entitled to some rights. Whereas it is clear that the existence of the state is intended to secure these rights, people’s right to live by decisions in which they had a part is self-evident. Therefore, the right of people to participate in the decisions of government is a fundamental, inalienable right. This right is equal to – in fact, is stronger than – other sacred rights, as all other rights follow from it.

All governments today, even the most enlightened, disregard the basic right to govern, using various pretexts, for fear of losing their power. In order for people to be fully free, they must fight for this right.
